Hey everyone! I am able to get online again. Yipee! And yes you were right Hikari, the modem was indeed dead. Even though my internet service provider did everything they could to avoid admitting it was their problem. It's their modem after all. 
I am grateful to the tech at Staples(where I bought my comp and get my maintenance done), who tested the comp out for me and made sure it was fine so I had the proof that I needed to get a tech out here. ;D So ya, the tech took a glance at it and just replaced it.
Now that was the good news. Here's the bad news.
Xyex got the replacement Win 98 disc yesterday and things were looking hopeful concerning getting the comp fixed. Unfortunately, our worst fear happened and instead of it either fixing the computer or just not helping the problem at all, it killed the computer completely. So it had to be taken in to be completely reformatted this afternoon. Hopefully it will only be a two or three day wait though and he may even have it back as early as tomorrow, so things aren't too bad. It just seems that Rob and I have the worst luck.
